Now offers teachers free web pages along with a bunch of other services entirely free. You can count on Google to be easy to use and aesthetically pleasing. They give you plenty of space and e-mail accounts and place very few restrictions.

This costs $80 a year for teachers and requires a Macintosh computer. Because of its integration with iphoto and the rest of iLife, some of its features cannot be beaten especially for the beginning user.
NVU is a free (Open Source) program which is nearly as good as Dreamweaver. Let me repeat, it's absolutely free and easy to use.
For advanced users and advanced budgets, Dreamweaver is a terrific web design program which I use.
